1 Appointment of Chairman.
Resolved:-

That Councillor D Garston be appointed Chairman of the Chairmen's Scrutiny Forum for the current Municipal Year.

4 Role of Forum
The Head of Legal & Democratic Services briefly outlined the role and constitution of the Forum.

6 Relationship of health scrutiny & role of the Health & Wellbeing Board
Resolved:

That the report be noted.
7 Update on In depth projects 2015 / 16
The Forum discussed and noted the progress on the current in depth scrutiny projects:

(a) '20mph speed limits in residential streets' (Place Scrutiny Cttee);
(b) ‘Transition arrangements from children to adult services' (People Scrutiny Cttee);
(c) ‘Control of personal debt and the advantages of employment' (Policy & Resources Scrutiny Cttee).
8 Scrutiny Training
(a) Scrutiny training on 20th July 2015 - evaluation noted.
(b) Improving Questioning Skills - noted that there is shared training with Rochford & Thurrock Councils on 22nd September 2015 and will be attended by 4 Members.
9 Any Items from Forum Members
(a) Counselling for Councillors - Councillor Flewitt mentioned this training would be provided by MIND and the training slides will be made available.
(b) Role of Executive Councillors at Scrutiny Committees - the Forum discussed the role of Executive Councillors when attending Scrutiny Committee meetings. The Head of Legal & Democratic Services confirmed that Executive Councillors attend the meetings to answer questions and not to enter into general debate. Scrutiny Committees are one of the forums where Councillors who do not sit on the Cabinet have the chance to participate in the executive decision making of the Council.

The next meeting will be held on Wednesday 16th March 2016 @ 6 pm.

6Further to the meeting held on 30th March 2015, the Forum considered a report by the Corporate Director for Corporate Services on the relationship of health scrutiny and the role of the Health & Wellbeing Board. The Scrutiny Officer had undertaken some research on this relationship in some other local authorities.

The Forum noted the responses received from other local authorities as set out in Appendix 2 of the report and also discussed the arrangements for Chairing of Health & Wellbeing Boards. Clarification was sought on the Vice Chairmanship of the Southend Board Health & Wellbeing Board.
